why so few owners grade(or seed, whatever the terminology) their dogs as railers? does it not happen that often that a dog runs close to the rails? and does the seed really matter in the outcome of the race.

The racetrack manager/grader is the person that runs the dogs in trials and then decides which ones are railers, middle runners or wide runners.

This is important as it reduces the trouble in running that would/could occur if they just allotted any old trap position before a race.

Yes to the example you gave.

In theory, if a W runner is placed in midfield, it should only be because there are other wide runners seeded to the right of it.

If there are racing managers that put the dogs in a random order, despite their style of running, then it could well lead to first bend carnage!

Race reading a greyhound race, and accounting for the style of a runner is a big part for a punter. In the example you gave, if the only railer also has good early pace with good times to back it up, then it's a good bet. Alternatively, races with only 1 (W)ide runner with early pace and good times, will be good too.
