At my old house the local police were giving chase in a car and smashed through my fence. Insurance job. Sent in quotes totalling £400. 6 months later, still not coughed up. Sent their solicitors a snot a mail and copied chief constable in. Was paid out next day.
Moral of the story, you need to be an irritant to someone who can do something about it. Local police / MP will likely have twitter/facebook feeds showing how good they are, give them some details about what`s happening and ask them what they are going do do about it as you feel threatened, being harrassed etc
Exposing their shortcomings to the masses is not what they are looking for, same as bad reviews.

All part of the decline of care in the community for people with mental health issues I think. He's clearly troubled and not getting the support or probably medication he needs. I don't think there's much medical evidence that you can slap people back to wellness and they stopped ECT in the 50s.
If it was a student flat making noise that's just lack of respect but from what you describe he's not exactly having a good time. It's terrible that you're having to do the work of social services but that's austerity for you.

I feel for you Korattt, any unnecessary noise soon starts to grate on you after a while, guess that's one of the problems of working from home. If I hear someone's car/house alarm going on incessantly I always consider going round to put their windows thru
