All part of the decline of care in the community for people with mental health issues I think. He's clearly troubled and not getting the support or probably medication he needs. I don't think there's much medical evidence that you can slap people back to wellness and they stopped ECT in the 50s.
If it was a student flat making noise that's just lack of respect but from what you describe he's not exactly having a good time. It's terrible that you're having to do the work of social services but that's austerity for you.

I feel for you Korattt, any unnecessary noise soon starts to grate on you after a while, guess that's one of the problems of working from home. If I hear someone's car/house alarm going on incessantly I always consider going round to put their windows thru
