Well, given the arguments now going on with the Irish and EU over taking asylum seekers back one might say that Rishi, under advice, planned this all along. Asylum seekers in NI were always going to get a very rough time, so it makes sense for them to head south with no current border checks. The republic wont want them there either. But there is no agreement with the UK to return them back, like France, Italy, Spain and Germany. Rishi maybe thinking or thought all along to send them to NI knowing full well that they would head south and indirectly cause the EU a massive problem to deal with.
Who knows, just saying!!!

If that was the plan not very well thought out as if they then get IR nationality can come to UK with no checks as per current agreement.
