I don't think they'd care that some people pay pc.
I don't think it's a good idea to do this petition. I think it would be a nightmare. If the authorities were in favour how would they'police' it? would we have to endure constant reviews? Some trading strategies may take a while to develop and a trader could go through periods of not being profitable and then be classified as a gambler. Would there be an income threshold at which you could be trader? The list goes on.
