Can anyone explain how the arrows and the percentages work please at the top of the ladders, newbie and confused

The percentages are the WOM (weight of money) which is explained near the bottom of this page of the user guide

On the ladder screen the arrows just display which side of the book (back or lay) has the greatest WOM at that time
