At the risk of Dallas telling me "It's already there" which he has had to do a couple of times recently is there a way to get into BA in some form the number of Places a market will pay?

There might be a better way, but assuming the market is well-formed you can do it based on the book percentage.
Around 200% = 2 places, around 300% = 3 places etc.

I'd love to know the logic behind what data BA exposes and what it doesn't.
