Custom ticks above / below

This is a dumb newbie question but can someone please explain (dumb down) exactly what the "custom ticks above / below X" mean please? By "above" does it mean above/higher on the ladder (I. E. Towards top of screen) or above as in a better / lower price (say 3.9 instead of 3.95 for example)?

I am trying to set a rule to cancel a back bet if it moves down from its current "high" position I. E. If bet is at 4 and price moves down to say 3.9 then cancel the bet.

Also want to check that the high price stays at the point for say the last 20 seconds, can I use the "SV changed condition" and then add has SV changed for selection between the last 1 and 20 seconds?
