Hi I can't prevent BetAngel from making a lot of lay bets during a horse race.
How can I set up a rule that only makes one lay bet?

Your first image didn't appear, but as you have the rule applied to Every selection those conditions will allow the rule to have 1 lay bet matched per selection and on up to 3 selections
The rule would need to only be armed 1 time on the General tab
Unless you are also using fill/kill with a kill time set less than your rules re-arm time, otherwise you could potentially end up with hundreds of bets being placed (but not matched) and they will continue to be placed until you either run out of triggers or some eventually start to be matched and satisfy your conditions

Is this issue possibly caused by the in-play delay? If the rulesfile keeps placing trades until it registers a bet has been matched then it will trigger multiple times until the matched bet shows in betfair.

Dallas is the expert, but I would have this set to trigger 3 times with refresh every 1 second on 'any selection'. This is because there is a 1 second Betfair delay on trades on in-play horse racing. Then I would condition for the 'current selection' to equal 0 unmatched bets AND equal 0 matched bets. This should then trigger only one time each on the first three horses to reach your other criteria.
Dallas please help me. Can you take me one configuration rule example for bet maximum 3 horses in one race? Horse must to have highs odds for example from lay odds 20 to 100.
If you delete all but one of the rules in your file that will do it, the reason you are getting so many bets trigger is because you have around 40 rules all placing the same bet at the same time
If they are not already part of your conditions adding 2 x fixed odds conditions will create the price range for the rule to trigger in
