Identifying the only LTO winner

Alright lads,
Having another mental block on this one, 2 actually.

Firstly I can identify the LTO winners checking their form, extracting the right-most digit and storing that as LTO = 1
But I want to identify if they're the only LTO in the race.
I have a workaround for backing by including the selections to dutch if LTO = 1 and then only placing the bet if the number of selections = 1

That's no use for laying selections though so that's my first issue, I'd rather find the only LTO in a simpler way.

Secondly, the 15.07 Worcester today has a LTO winner, however it hasn't run since last season so its form is - rather than 1 and it doesn't get identified as a LTO winner. Would I need to change my right-most digits extracted to the 2 right-most and cover 1- and include 11, 21, 31...U1,P1, F1 etc to cover all options in the conditions?

Maybe I'm overthinking it all and there's a way easier way to achieve it but I can't see it if it's right in front of me. Any help or ideas much appreciated.
