Failed goal signals

Some of my bots didn't identify that a goal had be scored today. At first I thought it was because I have been trialing lower leagues, but, it happened in some big leagues too. The 'Goal for overs' rule is based (copied!) on a rule that has already been published on this forum - all I have done is changed the time.
This rule worked fine yesterday.
Today it worked on: (in Automation I can see the trigger has incremented)
Leicester v Chelsea - Prem - first goal was at 7
Today it did not work on: (in Automation the trigger count was 0)
Reading v Coventry - Champ - first goal was at 16
Cadiz V Levante - La Liga - first goal was at 4
Alaves V FC Sevilla - La Liga - first goal was at 3
plus 5 more games.

Here is the rule:

General:
Set / Modify a Signal Only
In play time
Arm at 00:00:01
until 00:31:00
Allow rule to trigger up to 5 times
wait 90 seconds before rearming
Applies to selection in row 1 (betfair order)
Conditions
Unsuspended time condition is greater than 60 seconds
Last Traded Price < last traded price 65 seconds ago - 15 ticks
Historic Relative Odds condition
Selection A - current (in row 1 (betfair order))
Selection A's LAST TRADED PRICE NOW is LESS THAN
Selection B - current (in row 1(betfair order))
Selection B's LAST TRADED PRICE 65 seconds ago
Adjustment MINUS 15 ticks
Signals
Action INCREMENT SIGNAL VALUE
Signal name goal
Action None

Can I adjust this rule to enable a more ... successful identification of a goal happening?
Is there something I am doing wrong?
