Football second half in-play time

When adding a rule to fire at a specific point of the second half, do I need to include the 15 minutes or so for half time break and a couple of minutes for injury time?

Eg 60th minute of match would be 1h15m in-play time?

Yes thats correct, as a general rule of thumb I add 17mins for second half rules (15mins for HT and 2mins for added time at end of first half)
