I'm guessing what happens is, some Whitehall number cruncher calculates that cancelling free refills of soda drinks translates to an £xm future cost saving for the NHS. Thus they can write down the planned budget by this amount.

After Rachel Reeves recent comments as to why she will have to increase taxes and reduce spending (note, it's "reduce spending" and not "austerity"!) I can't think of a more aptly named (non-sporting) thread on this forum. I wonder how she will 'speak away' the tax rises. The premise that she's taxing business and not voters treats the public as disrespectfully as Harold Wilson's 'It doesn't affect the pound in your pocket' speech (for those not of a certain age you can pick it up on a Google search). This thread was started because of the avalanche of Excuses coming from the new Labour Government as soon as they took Office. But unlike a natural avalanche this one hasn't petered out, it has gained volume and velocity as it rolls on, like a snowball rolling downhill. Last year she gave us a budget to fix the mess she claimed was left by the Conservatives so this year she will be giving us a budget to fix the mess created by her.
