If I were in charge of football:
Only the Captain would be allowed to speak to the referee - anyone else speak to the referee or anyone speak to the assistant referees would be a yellow card.
Every yellow card would mean 15 minutes in a sin bin (instant punishment), but three yellows before a red card.
Holding, kicking, throwing the ball away after the whistle has gone = yellow card
Preventing a player taking a quick free kick or throw in = yellow card
Spitting on the pitch = yellow card
Diving = yellow card (obviously)
[In the EPL I would have every 5 yellow or 1 red card (not per match, but cumulative) would lose you a league point with a panel judging on the Monday whether they were all correctly issued.]
Play would continue when a player goes down 'injured' just as it does in Rugby - if the player wants treatment, fine, but play continues whilst he's treated.
Each half would be 30, 35, or 40 minutes BALL IN-PLAY to guard against all the time wasting, and the remaining time shown on a large screen for all to see.
The three substituted players would be allowed to re-enter the field of play once at any time for any other player - no stopping play, the 4th official would see to this. (This is because if you've used your three subs and the opposition foul and genuinely injure one of your players it's not fair that you are down to 10 players as a result of foul play by your opposition)
The Captains to have up to 2 wrong VAR requests per half for any decision they so wish, be it a throw in, a corner or whatever they want. If they are correct, like in Tennis they retain that request.
Two assistant referees on each side in each half - the nearest one points as to where throw-ins and free-kicks are to be taken from and if that is exceeded that team loses the throw/kick.
