Why do the bookies hate place only betting so much?
There's very few bookmakers (apart from Paddy Power) that offer this facility.
Surely, they could quite easily offer a book with a healthy % profit, but they just don't seem interested

My guess is that, in order to make the place odds attractive and to compete with Betfair, they would have to offer better place odds than you get with an e/w bet. And they won't do that, as they make very good money from e/w bets.
Statistically, the bookie's theoretical advantage is greater with an e/w bet than a win-only bet (except in 16+ runner handicaps). I am basing that on the table on page 118 of the book Winning Horse Racing Formulae.
