Probably because it won't be upto him. Most Nukes in Europe (Apart from UK and France) are owned by the USA, they have complete control over them and can launch without consulting the hosting country as there on US bases. I imagine there is a plan but they not going to make it public for the likes of Putin.
I'm all for dialogue and as many mediators as can be found. Very curious to me that Turkey has popped up as an arbiter. Quite who can be the arbiter between Nato and Russia is more of a mystery. But I hope the politicians get their fingers out and find a solution.
