In the UK we had the same kind of issues with firearms:
1986 - 1 person goes mad and 178,000 lost their semi-auto centrefire rifles.
1996 - 1 person goes mad and 287,000 lost their handguns.
In both cases above neither person should have been granted a certificate/firearm in the first place. Both Chief Constables involved were highly culpable for what happened. But as usual neither prosecuted and retired with pensions intact.

How would they design an admin system to administrate such a law/regulation? I can't think how I would bring together an individual's overall betting returns so that what are deemed to be 'troublesome losses' with one can be offset by profits with another unless we are to be given a "Betting ID" and big brother is sent all the data from all the betting suppliers/platforms so that a net position can be monitored ... I can't see that happening. Maybe you would be automatically suspended if you return a "troublesome loss" and it would be up to you to show you made profits elsewhere ... yeah right, can't see anyone agreeing to that!
This is bringing betting to the front line, might they also try and include some way to tax profits without 'allowing' net losses offsets?
