Setting up an automation

Hi I am new to this, could some one talk me through how to set the following up please.

Top 3 horses in the race 10mins before the off

The odds difference from 10mins before the start of the race and 10 seconds before the race starts must be equal or greater than 1.6

Decimal odds range is greater than 2 and less then 9 approx. 5 seconds before the race.

Any assistance would be grateful
