I suspect not. Otherwise we'd all be dead. Blue green algae is pretty nasy by all accounts.

Ricin would be a good choice or bad choice for the person drinking the water.

One milligram of ricin in water is enough to kill an adult.

Currently there is no antidote for Ricin poisoning.

Novichok is very difficult to make, you would need a laboratory and expert knowledge.

Ricin however is very easy to make with little knowledge. The US military looked at using it during WW1 and WW2.

Death by Ricin poisoning is a horrible way to go, vomiting and blood diarrhea, death is certain.
