I'm trying to use Bet Angel to lay horses at as near BSP as I can get at 75% of the amount I backed them in the morning, half to a fixed amount, half to a fixed liability. Quite often there are 3 - 4 horses in each race so the number of rules in Guardian Automation is quite large. Every other day, the lay bets fail to trigger in a single race for no apparent reason, which usually costs me money. I'm worried that this might be happening because I haven't set up the automation optimally, though it does seem strange that most races are fine. Can anyone suggest a failsafe way of loading Guardian automation for the above situation so this occasional 'misfire' doesn't occur?

Automation is a fantastic tool when it works properly. Sadly it's not as reliable as it should be.
Can't offer any constructive advice but just to let you know you're not alone in experiencing difficulties. Maybe BA will get round to fixing it one day.

TBH there is nothing to fix. Automation will do exactly as its told, but you have to be very clear and specific and follow a defining logic. If you build up rules bit by bit and trap all errors, logical or market errors then the rule will fire without problem. Most people experiance a disconnect because it has to cycle through markets. Ultimately that's a Betfair restriction.

Judging by the numbers querying why Automation isn't working as they think it should, some would argue your claims don't match the reality.You can standardise a strategy, test a theory, supplement your existing activity, participate at low risk on new markets, automate the entry or exit of your positions in a market and much, much more. You can even run different automated strategies on multiple markets all at the same time. The sky is the limit!

When we released this feature we knew people would struggle to get the logic right, but we considered the benefits far outweighed the negatives of people getting confused how to use is it or how to trap errors. We also knew there would be lots of requests to ask if we can create very specific rules, but I am sure you will appreciate we can't offer support to that level.
We have constantly evolved it though and introduced new elements to allow people to better trap errors that they can't outthink. If you look at the latest release it contains the time since fill or kill condition to help you trap the possibility of a cycle causing a double bet, this overcomes people mistiming the cycle if you include it.

You have criticized Betfair restrictions for hampering Bet Angels functionality and inferred that many of us aren't able to understand how the Automation rules work.
I would suggest that it's the responsibility of Bet Angel to work within Betfair restrictions.
If so many are experiencing Automation difficulties maybe you should investigate why Automation works perfectly well on many occasions but, just like the OP, fails to work on others using the exact same rules.

And that is how we have implemented it. Which means it has to cycle through markets on a number of occasions. We have also implemented new features to help when we see people request things that we can see would be helpful. To be fair Bet Angel has many excellent features and generally works very well, but the Automation function is basically flawed.

I am not sure of the strategy you are implementing, it sounds like you want to lay at 75% of BSP in play. If that is the case, I would suggest that if you restrict Guardian's refresh to race time in advanced settings you should get a lower "error rate".
Additionally you are dealing with a malevalent market, ie a market which wants your cash, and you may be competing with people with the same or similar strategy. A price can change from say 90% of the BSP to 50% and vice versa in a single bet (and in a gappy market it need not be a large bet) and in that extreme case, laying at 75% BSP will not be possible. This is probably unlikely in most markets, but prices can change very rapidly inplay, especially if a horse has come from behind to win in the last few yards. Of course the prices of some horses only move out in play and even laying at BSP inplay is not possible.
