No, because government is bringing in a football regulator which is against UEFA and FIFA rules.

Think it's more to do with UEFA protecting their estate.
Could get interesting if the EU and FIFA fall in behind UEFA. Weird though isn't it? UEFA threaten the UK govt for wanting to introduce regulation for a UK industry.

Like many things reported as 'might' happen it's very very unlikely to get that far because it's in nobody's interest. There will be negotiation and a resolution will be found.

Makes a good story though and will have driven a lot of clicks.
