They do that already for the disabled queue, but where do you house several thousand able bodied queuing people nearby, and that would probably generate a queue for the ticketing machine and even more people might want one when they can't see the number of people already waiting
You can issue tickets online with a news feed telling them when to start queuing up. With a 24-hour wait they will disperse far and wide. People living in or around London could even go home and go to bed.
