The trouble is, you don't want Guardian to keep refreshing through closed markets ad infinitum because it will slow down the refresh cycle for live markets.
Another idea for you, it might work if you switch the rules around. It might cycle through both rules once - Automation Rules 1, then 2. So if the rule in column 1 relies on an SV from a rule in column 2 then it won't trigger, but if you switch the rules around it might work.

if it is any help I just tried something :-
I applied a rules file to automation rules column 1, the file was to set a stored value of 0 after the market had closed, that worked.
I also applied a rules file to automation rules column 2, the file was to set a new stored value, ...... the sv from automation rules 1 (0), plus entered amount of 1, after the market had closed, this also worked
