Like you say, some games seem to have their markets suspended for the whole game, or alternatively they have 'unmanaged' match odds, which means these markets aren't suspended following goals or red cards, etc.
Pretty certain that both situations are where the matches are low profile/low liquidity, but there might be some additional reason behind it.
