Betfair only care that people will register multiple accounts in order to do the same promotion over and over. But it's too much work for them to work out who is doing that and who isn't so they apply a one-account rule universally.
I assumed the crackdown was due to regulation / KYC as it makes it tricky to limit / make people gamble responsibly if they have more than one account.
