The conditions are right, as i've just said its because your using the rule type 'back all selections' that it is not working.
You only want it to back the one runner so just change this to 'place back bet'
Laying the lowest selection.

I assume 'ANY selection' in the 'Applies to selection'
It cant back all selections for two reasons
1) your only laying one runner to begin with so there will never be 1 matched bet on all selections
2) they wont ever all trade below 1.11 at the same time
untill both those condtions have been met it wont trigger
'In poisition (sorted in order of favourtism) 1'
will be the best to use, but 'ANY' should also work with this setup

How would I implement the above automation bot into an excel sheet, using the commands in the 'L' column of the excel bet angel sheet? Would you so kindly help me start with this.

I dont use excel for automation myself so you would be better to get one of the excel users to point you in the right direction.
As excel is fractionally slower and uses more resources than guardians advanced automation i assume you now want to add something else to this thats not possible in advanced automation?

Their is not currently a condition to identify which selection has the highest volume traded, depending on which market it is and at what time its almost always the fav that has the highest volume so you could just apply the rule to the fav and maybe use the volume condition with it to also ensure its over a certain amount
