Seems to much of a coincidence to me. Be interesting if others are having these issues.
I was never in any doubt that it was Betfair. When you try to take an order and your unmatched order sits on the ladder alongside money waiting instead of getting matched, it does look like a streaming issue.
Pfff "1 -2 second hangs".
18.12.2019 Bf "turned off" all available possibilities to get info about market and orders for 10 minutes and when those lame markets turned inplay somebody was able to place bets. Lost a ton.

Yes have seen a couple myself mostly trying to spoof the market.
