is it possible to put an offer to lay in place at a price longer than the current market which can only be taken up if the market drifts out to that price in running

The short answer is no, Betfair will fill you at the best price, you can have to wait till the market reaches your desired price and then place the lay but you are not guaranteed to be matched.
