Rules File Name v Automation Rules

This is very strange! At the moment I have two rules in the "Rules file name" (top left in automation) Yet in my "Automation Rules" column I do have rules listed, and when I click on them nothing happens, however the two rules that I actually have do not show.

The only way that I can use one of the two rules I have is to Apply the rules to all or selected markets

Any solutions?
