Why are there so many small fields at the moment in horse racing?

Going probably isn't helping especially with lots of 2yo races

Thanks, is firm ground less favourable for younger than older horses then? Why is this?

2 year olds are still effectively babies and still growing/forming therefore you are unlikely to want to risk jarring up the horse by running on firm ground.
