Want to go to live sporting events racing and trade ???
In my humble opinion, and as someone who has deployed lots of tec for field ops, I'd suggest not looking for a cheap option. If you can buy a laptop that can be used at home for regular trading, obviously with a larger 2nd screen, then you may have something that's future proof and gets a lot more use than the odd trip to the track.
Firstly, you will obviously need a Windows 10 device. Has to be Windows 7 or above.
Secondly, you don't need the device to have a SIM slot. You should use your mobile phone as a private wi-fi hub and connect the device to that. Using your phone battery will make the battery in the mobile device last a lot longer, and it's quicker for accessing t'interweb (don't ask me why, it just is [tested on 7 different devices for police data transfer]).
Thirdly, is it likely to be raining on the device when you trade? The price of waterproof devices is quite high.
Fourthly, a touchscreen for one touch trading would definitely be useful, but not absolutely essential I suppose.
I'd personally recommend the following if I were looking for the best rugged outdoor performance, and had pots of cash: -

To save a few bob, my next port of call would be ebay. Just search for 'rugged' and laptop or tablet and select an operating system Windows 7 or better. As rugged devices are built to take a kicking, they tend to last for years. My ex-employer had toughbooks that were 12 years old and still doing the job very well.
If you don't need to take the thing to the Kalahari and don't intend standing in the rain, then I'd look at some of these:-
