fixed odds condition

When using the fixed odds condition Actual SP< or Actual SP>, would this include the price you entered?

For example if i wanted SP over and including 3 and under and including 4 would i put the following:

Actual SP > 3
Actual SP < 4

is over and including 3.01 and under and including 3.99

thought as much, so i'd have to add a rule with the condition =3 and another one =4
