Not Firing! Why not?

I can only assume I have missed something simple and fundamental in this but I can't see it! I've taken all the conditions and Signals out and still nothing happened at 04:41 this morning! All I was asking BA to do is place a Lay Bet at 1.01 odds (to make sure it's not matched in this example) at 04:41 this morning and with a stake of £2.10 (see file below). Maybe it's got something to do with using a set time and not a period before race start time? Everything worked fine yesterday and as far as I'm concerned all I did was change the Action time!

The reason for a fixed time is that I'm really wanting BA to trigger some bets automatically as soon as I attach the rule to some races and Keep them so that I can say "job done", remove the rule and replace it with other rule sets and not have to think about them anymore. If anyone can advise on a better way to set up an 'instant' rule-set I would be grateful to hear from them as well.
