The fact they are taking so long to hit the settle button on these races is a clear indication they are trying to make a commercial decision IMHO. Nearly 80 minutes have passed, they have reworked the market but not settled.

What I can't understand is If several races have not gone in play, How do they manage to get a BFSP?

Whenever the race should've gone in-play they'll get the SP off that.

Whenever the BSP reconciliation fails they manually reconcile the BSP to a 100% book based off industry SP's.
