They are not acting like prior years. Liquidity feels a little low and some markets a bit vacuous.

It's not practical to bring races forward - it wouldn't be fair on punters who intend to place bets on them and it could be disastrous for traders/arbers.
As far as I know it only happens in the US where off-course betting isn't allowed.
Feel sorry for the racegoers though, who have to spend that time standing in the rain.
