I lay horses at SP. and once in-play, I would like to lay the same selection but only if the current price is 5% + lower than what the SP was.
What is the best way to do this?

It would lay at 5% below actual SP. Rules aren't ambiguous. Wysiwyg.
Obviously if you lay at 5% below SP and the current lay price is below that, it will be matched at the lower price. That's not a feature of BA it's the way the exchange works.

Does it also only Lay at the first qualifying price? Thinking from Liquidity point of view, if the market touches 5% under for a split second and then goes 10% under will my full intended liability still get matched but at both prices?

Let's say the sp was 10 and you wanted to lay at 9.5, if the price suddenly moved lower to 9 those wishing to back that selection will be matched at your price of 9.5 as the exchange always offers the best price. In fact if it moved to 9 your order will have already been taken!
Why not look at Peter's videos on Dobbing and offset betting. They'll pretty much explain what you need to do. Also if you wanted to offset at say 5% but then were concerned about trying to get a better price you can always split the lay parts of the bet at various offsets like 5%, 10%, 15% etc. But at the end of the day it sounds like what you're trying to do is lay something off the moment the price comes in slightly which is likely with front runners/prominent racers once the race starts. To be honest if you're adopting that stategy then you have to accept that you want to lay asap rather than wait for the price to drop lower as it's just as likely to move the other way if you let it run for too long. I'm not sure laying at 5% lower than sp is likely to be profitable as you really need to get it right pretty much 100% of the time for it to be worthwhile especially with commission.
