I would like to run 2 BA on pc but it can incur betfair data usage charges. How auto refresh can be limited to not pay them due to to many charges?
1sec/1sec lower or higher?

The maximum number of data requests made is not determined by the refresh setting. You need to switch to the settings tab and towards the bottom you will see a setting for limiting the number of data requests.
If you are running 2 instances I would set this at 7 or 8 in each.
