help in creating an automation rule

I've been trying for a while but programming isn't quite my cup of tea
I need an automation rule that will lay 2-3 horses at different odd ranges but wont allow the same selection twice
if there are not 2 valid selections at least it wont run

Which 2-3 horses?
Are they the fav, 2nd fav etc, or nominated runners by you each day, or any runner that meets your other conditions?

yes, any runner that meets the pre defined odd ranges.
so I define 3 odd ranges, but the bets only go in if 2 or 3 runners are found that meet the criteria.
