Lay bet didn't trigger

I have been successfully running an automation in live mode for a few days now, using pace as the key. If I get 20% ROI then everything greens up, I also have a 25% stop loss in action. If neither is triggered, then everything greens up after 15 seconds into the race. Things have been going great, but today (23.03.19) in the 4.55pm at Lingfield my horse Cat Royale which was backed at 11.00s, went straight to 2nd and should have easily have shortened in price. However, nothing was triggered, what could be the reasons for this? I know in jumps, a fall can cause this, unseated rider, being stuck in the stalls, but none of this happened. HELP!!

I can't be sure, but as it was 2nd fairly early on, it almost certainly would have fell well below 10. Even so, the rule says to green/red up after 15 seconds, but nothing happened. It has worked perfectly some 50+ times over the past few days.
