I assume I would have to store a value for each horse odds say 10mins from event start (how could I do this with various amounts runners?). Then say, 30 secs before the off compare the "-10min" Odds with current odds? Then somehow rank/sort these measures in order of difference where the minus would be drifters and the +ve would be steamers?

However if you set some sort of basic criteria, ie, a runner must have shortened 'X' ticks or % and be within a price range, you'll then have just 2-3 at most to compare.
