I would like to view live pictures, but I live in shared accomodation and I don't have access to sky.

Does anyone have any suggestions?

I am considering purchasing "at the races" online video, but I am not sure if there will be a delay.

Check "live video" link on bf site. You need to place a bet to watch a race but it is enough to do a scratch trade.

They only offer ATR tracks on BF not RUK for UK racing.

You can get Racing UK online via the Racing Post online but you need to subscribe to one of their packages.

How quick is the RUK feed via the RP site?

No worse than ATR. Suppose it would all depend on your connection speed and set up though.

ATR via Betfair is practically live, when compared to my SKY feed. Just wondered if it was the same with RUK.

Same as BF ATR. The in-play box turned green at exactly the point the stalls opened in the first race.

So to summarise, I could watch pretty much real-time UK racing using the Racing Post website (if I subscribe)?

You can see (split second) live ATR via Betfair after placing a bet "AND" (split second) live RUK via Racing Post if you subscribe.

On the RP site you can also view past ATR & RUK races plus all the other info they offer.

A day's pass to RP is £1.95 and you can test streaming speeds on your own set up and internet connection.
