Is it just an urban myth that last race of the day isn't generally won by a favorite, as bookies know many punters will try to recoup their losses for the day in that race?

What difference does the time make?
You may get more worthwhile data by looking at the type of race the last race is. i.e Most NH meetings finish with a NF flat race (bumper). The summer flat meetings usually finish with a apprentice/amateur race of some description so the "proper" jockeys can move onto the evening meeting giving more time to travel.
There is no hard and fast rule to the type of race is last, this is just what I think down to my experience.
If you are thinking the fav wins the last race as some type of sweetener for the punters you are way off.

If I recall correctly, this piece of racing lore developed in the days when race meetings finished with a handicap, which are generally viewed as turning over favourites more frequently than non-handicap races. Nowadays the "layout" of race meetings isn't so rigid,
