I'm trying to fault find why my multiple green ups aren't working consistently at game end (0-0)

Just set up a quick test automation:

I want to space out multiple greens based on last signal set time, so am setting a signal at 0-0 and then using that signal set time in the next condition. Each rule is set to re-arm every 150s, to take account of game rest periods. After a set number of seconds since last green another rule checkpoints and clears all previous signals, ready for the next game
Each rule will only fire if the market signal it sets in it's signal tab has no value

But, testing shows that my first 0-0 rule, setting the first signal (150 seconds re-arm), is running again immediately after the checkpoint\market signal clear. But its intermittent, doesnt happen consistently.
The problem is once thats set the first rule won't run for the following game
