I just found out about Bet Angel and at first glance it seemes like a lovely tool. Now, reading on the website, I read that people are expected to pay with pounds. Can I also use/pay this with euros and am I able to use it in the Netherlands? Thanks!

If Betfair is legal in Netherlands (?) and you have an account, then yes you can use it.
As for the payment, as long as you have an international credit card, you can pay in pounds. The exchange rate used by your own bank might make it a bit more expensive than it would be for a UK resident. But not by much.
