Is there any way/strategy/tactic/rule which could predict finish time of race +- 2secs max ?

No, they are all run at a different pace. You could use standard times with allowances for going but that would still not be close to your 2seconds.

thats what i thought, there isnt any indicator inplay like 4th or 3rd fav back odds being 1000 + some secs ?

The 3rd or 4th favourite will have back odds of 1000 one second into the race if they ditch their jockeys!

Conversely, the 3rd of 4th favourites may never hit more than 20 in a bunch finish.
