Another school of thought says that safety measures may have the opposite effect to that intended.

If people had big spikes in their steering wheels where air bags are situated, I bet they'd drive more carefully!

Everyone knows they shouldn't put their hand on the blade as it will cut their hand off but people still do it. So what happens, you put a guard over the blade to try and stop it. Yes some idiot will still find a way to cut their hand off on the blade but a lot of people will have their hand saved due to the blade guard.

Hi Dobbin

I've heard that, with public sector construction projects, there's you have to fill in a method statement just to fit a lightbulb!

No wonder the country is in such a mess!

When I worked for a council years ago, I suggested that they install pedestrian facilities at junction on a major road, as people had to risk life and limb to get to the bus stop on the other side. The guy in engineering who got back to me said that to add pedestrian facilities to the existing traffic lights would cost £20K!

£20K to fit a couple of yellow boxes to a set of traffic lights! Unbelievable!

I agree with you entirely

But look at the state of this country now that we legislate for idiots.

Everything ends up being take to the extreme.

Or you could have someone waving a checkered flag, as in Formula 1! :)

People might associate bells with churches, so I think a gong or music from around the world would be more inclusive...

You never know the bell might not have been loud enough. Or could be that a Bell would discriminate against Hard of Hearing Jockeys.

That may be a violation of their Human Right

Disgraceful!

If a doctor saw someone lying on the floor, but thought 'It's nothing to do with me' and walked on by, they'd be struck off, and rightly so.

Similarly, if a police officer decides not to rescue someone from a river because they haven't been on the relevant health and safety course, I don't want my taxes paying for them to remain in the police force.

Our police have been turned into form fillers who are frightened of using any force against hardened criminals in case they end up losing their pension for abusing the human rights of someone who's trying to knife them! Call me old fashioned, but I don't care whether PCs are PC, providing they keep the streets safe!

Hi Alpha

I think that, if a jockey wanted to throw a race, they'd be able to do so in a way that didn't make them a laughing stock! :)

Hi Ferru,

Correct Plus a Risk Assessment

TITLE (CHANGING LIGHT BULB)
Task or Activity to be Covered
Changing light bulb in the main hall

Hazards
Electrical
Falls From Height
Burns
Falling Objects

Risks
Main risks are injury to worker through being exposed to electricity, handling hot light bulb and a risk of falling from the 10-foot high stepladders, which could also affect other workers.
Control Measures in Place
1. New stepladders used of good construction, with handhold, protected top platform and locking wheels.
2. Workers have received training on use of ladders/stepladders. Records kept.

Further Controls Needed
No procedures in place for isolation of electricity supply before removing light bulb. Need to implement isolation policy and procedure.

Training needs to be given on electrical hazard awareness.

Warning signs need to be erected to help prevent accidental impact with the stepladders

The Safe System of Work
1. Check stepladders are in good condition.
2. Clear a pathway in main hall through the tables and chairs to allow easy access of stepladders.
3. Push stepladders into position and ensure wheels are locked.
4. Place warning signs at entrance to main hall prohibiting other persons from entering whilst light bulb is being changed.
5. Isolate light fitting by turning off supply. Secure electric control panel to avoid unauthorised access.
6. Ascend stepladders with replacement light bulb holding onto the handrail.
7. Carefully test how hot old bulb is before grabbing hold. If cool gently push and twist bulb until it is released from light fitting. Replace with new bulb.
8. Descend stepladders holding onto handrail.
9. Reinstate electricity supply and check light is working.
10. Return stepladders to secure storage area.
11. Safely dispose of the old light bulb.

Dobbin

See what I mean about Legislating for Idiots.

If you are a trained operative then these are a matter of course.

Basically we are all deemed to be too thick to know what we are doing. So we have to prove it

The fact that you have had 5 years training means nothing

In case someone doesn't realize that it's dangerous to stick their fingers into a live socket?

Yip

And people wonder why everything costs so much

60% of what you get charged is due to complying with Directives.

Takes longer to do the paperwork than it does the work sometimes.

yes but then the person responsible for ringing the bell would forget to ring it or wasnt trained correctly on how to ring this particular design of bell and racing would have to be postponed until the correct bell ringer was on track! :D

After what happened to Andy Gray, John McCririck would have to be careful about what said about female bell ringers!

How that guy manages to get away with calling his fellow presenter 'Female' in 2011 is beyond me!

Speaking of light bulbs, it seems that, whilst the MOD can't afford proper body armour for our lads in Afghanistan and Iraq, they can afford to spend £22 on a light bulb: http://www.bbc.co.uk/news/uk-12643966
