Excel "placing" but not "placed" - but only occasionally

Does anyone know why my excel template sometimes triggers a lay order which shows "placing" but doesn't convert to "placed'.

If I have multiple runners to lay it will show "placed" on most but on some occasions one or two runners will stay as "placed" and the bet won't be placed.

Any help is appreciated
