If anything Betfair would only do the opposite and dump there sportsbook liabilities onto the exchange, as others have said nobody no matter how many millions they have won and continue to win over the last 20 years have ever been banned or even limited for it (some have chosen to move there business elsewhere due to hitting the 60% PC and not wanting to line BF's pockets but thats a different story.

Unless the time ever comes when the exchange practically crumbles and all the money leaves, only then they might have to consider seeding it and the risk of people being banned/limited might then arise, but then all that money will have only moved to a better place for one reason or another so you'd just follow that
