Yeah, people are playing safe because they are not sure if the NI contributions increase is On or OFF.

This was the announcement in err... 2008 to take effect in err... 2011 which may or may not have been abolished (they are not sure yet) by Mr. Osborne.

I've got similar screenshots from goals over / under 2.5

It just shows how few people on Betfair are actually trading, it's predominately punters. Or, if they are trading it's in relatively small stakes
