How do you set rules for triggers?

I've read the manual and the topic of triggers is dealt with beginning at page 74. However, though it talks about setting rules and all that it doesn't explain or show where these features are in Bet Angel. So where are they? How does one find the place in Bet Angel where you set these rules up? Eh? And what's the point of a manual if it doesn't show such basic stuff?
